Toms River Police have identified and charged the man and woman who spit at and hit a Zumiez employee in the Ocean County Mall whose only request of them was to put on their face coverings.

Richard Alter, 41, and Sylina Kramer, 32, both of Binghamton, New York have both been charged with Simple Assault, while Alter is also being charged with making Terroristic Threats.

Toms River Police issued Kramer a summons and put out a warrant for the arrest of Alter.

Nicole Carroll, 30, previously told Townsquare Media News that she told the pair, on Thursday July 9, to put on their masks which were currently hanging from their necks.

"I was like, 'Hey, can you guys just lift up your mask?' and they ignored me or didn't hear me, so I said it again and it went from 0 to 100 really fast. He started yelling at me, screaming, and then he grabbed one of the belts and started whipping it in the air and then whipped it back and hit me," Carrol said.

Kramer then began leaving the store with Alter and carried on yelling remarks back at Carrol.

"I decided to follow them because one, you're not going to get away with it, two, you just assaulted me in my own store," Carroll who had intentions on eyeing the license plate number the couples car. "As soon as I got outside the guy threatened to kill me, and (he said) that he wasn't afraid to go back to jail. That was really exciting and scary at the same time."

Kramer and Alter vacated the mall property on foot and not by car.

Carroll said mall security members told her to let them handle the situation.

As Toms River Police detectives have investigated the incident they are able to identify Alter and Kramer as the suspects.

Anyone with information on the incident or whereabouts of Richard Alter should contact Toms River Police at 732-349-0150.
