Toms River man who struck pedestrian on parkway pleads guilty to Vehicular Homicide
The Toms River man who struck a pedestrian on the side of the Garden State Parkway leading to him being run over by oncoming traffic, has plead guilty to Vehicular Homicide, Ocean County Prosecutor Bradley Billhimer announced on Wednesday.

New Jersey State Police responded to the accident on September 5, 2020 after learning a man had been struck near mile-marker 86 on the GSP southbound in Toms River.
Investigators learned that Roberto Sandoval-Guerrero, 38, had struck Daniel Cintron who had been in an accident and was walking out of his vehicle to meet with another man, Frank Puglisi, on the shoulder of the road, to exchange insurance information at the time he was hit by the oncoming 2002 Mercury Mountaineer.
After he struck Cintron, Sandoval-Guerrero fled the scene.
Cintron was forced into the road as a result of being hit by the car and was pronounced dead at the scene after being run over by oncoming traffic.
Puglisi was struck on his left arm.
Meanwhile, Sandoval-Guerrero fled southbound on the GSP and eventually abandoned the vehicle he was driving on the shoulder and fled on foot.
Police found him walking along Route 9 and Church Road in Toms River and placed him under arrest.
He's been in the Ocean County Jail since that time.
At the time of his sentencing on November 19, 2021, Prosecutor Billhimer said that the State will recommend a term of seven years New Jersey State Prison, subject to the terms of the No Early Release Act for Sandoval-Guerrero who also pled guilty to Driving While Intoxicated.
Prosecutor Billhimer said that Ocean County Supervising Assistant Prosecutor Michael Abatemarco and Assistant Prosecutor Andrew Leimbach handled the case on behalf of the State.
