Personally, I feel as though it needs to have some sort of main street with a few small businesses, bars, or restaurants, as well as a few events throughout the year that showcase the town's local culture.

For example, in Ocean Gate, we have Rosies, the Anchor Inn, and the Ocean Gate Creamery, as well as tons of fun activities throughout the year that make our little town of Ocean Gate a small-town dream.
