What do you think causes some people to refuse to leave when evacuations during a storm become mandatory?

I do understand the reluctance to leave your home due to a storm, but when it's almost certain that you'll be in danger by staying or that you'll put rescue workers at risk if they need to help you escape later on, what is it that causes at least some people to simply ignore warnings to leave an area?

As Governor Christie said: "Don't be stupid. Get out."
