The new Exit 125 of the Garden State Parkway will open in 2018, and only be usable for drivers with E-ZPass.

According to the New Jersey Turnpike Authority, the size of the exit prohibits a full toll plaza being built, leading to an exit exclusively for E-ZPass. Drivers who want to pay with cash either have to detour to the next exit or pay a $25 toll violation.

Almost 80% of drivers use E-ZPass anyway, but it still could cause issues for those who haven't (or don't want to) sign up for the service.

Drivers had been skipping the Raritan Toll Plaza to avoid paying $1.50, and this new toll is being built on the southbound side to catch those people.
